ICE Detainee Release Paths
ICE administers civil immigration detention through its own facilities, contractors, and partner institutions. No official source reviewed establishes a current ICE contract for Cameron County or Elk County Prison. That makes ICE a conditional branch, not a default search. Use it when a docket, jail movement entry, detainer, federal record, or direct agency statement points to immigration custody.
A county jail's “release to ICE” ends that jail placement but normally begins another custody event. The person may be transported into the ICE detention network rather than released to a community address. Later departure from ICE can mean release under immigration conditions, removal, transfer, or another case event. The ICE record and Enforcement and Removal Operations office are needed to interpret what followed.
Search ICE Detainee Records
The ICE Online Detainee Locator System, or ODLS, has two principal search routes. Use an A-number with country of birth when that federal identifier is known. The A-number is the immigration file number. Otherwise use full name, date of birth, and country of birth. Exact spelling and the correct birth country matter.

- For name search, enter the full name, birth date, and country of birth.
- Record the facility or status details returned by ICE.
- Contact the relevant ERO office when the result is absent, new, or unclear.
ODLS includes current detainees and people released from ICE custody within the last 60 days under the researched ICE guidance. It is not a permanent release archive. Very recent transfers can lag, and minors or people outside the searchable population may not appear. A no-result page cannot certify community release.
ICE Detainee Search Fields
The ODLS search fields are identity controls, not a Cameron County roster. Cameron is not a search field. Start with the strongest federal identifier and preserve the returned status wording.

Do not convert an ODLS result into a county release date. The Cameron housing jail supplies its own physical movement timestamp. ICE supplies the immigration custody status after that transfer. If the jail record says transfer without naming ICE, first confirm the receiving authority before entering sensitive identity data into the federal system.
ICE Detainers After Jail Release
An ICE detainer is a request to another law-enforcement agency for notice of an impending release and, under the federal description, up to 48 additional hours so ICE can assume custody. A detainer is not itself proof that ICE took the person. The housing jail's movement record should identify whether and when a receiving authority actually accepted custody.
If ICE assumed custody, search ODLS and contact the appropriate Enforcement and Removal Operations office. If the person stayed past the local release authorization, compare the jail timestamp, detainer record, and receiving-agency information. Do not infer a current Cameron or Elk ICE arrangement from one person's record. The research found no official contract that would support a broad claim.

Request ICE Transfer Records
ODLS is a locator, not a certified release record. Ask the Cameron Sheriff which institution accepted the person when the local path is uncertain. Then request the confirmed jail's existing movement entry, including the release or transfer time, event type, receiving agency, and any code legend needed to read the record. This proves what the jail recorded at its door.
For immigration custody records, use the federal agency's records process and identify the A-number, full name, date of birth, facility, and narrow date range. Privacy and law-enforcement limits may restrict disclosure. The agency's written response should identify the applicable basis for withholding or redaction. A Cameron County Right-to-Know request will not automatically reach an ICE database.
The ICE detention information describes the federal detention system, while the Cameron docket supplies the local legal history. When federal criminal custody is involved instead, use the federal docket, U.S. Marshals records, and BOP locator. ICE and BOP are not interchangeable.
ICE Recent Release Window
The researched ICE guidance says ODLS includes current detainees and people released from ICE custody within the last 60 days. That makes the system useful for a recent immigration event, but only inside a limited window. It is not a permanent release archive. A person released from ICE more than 60 days ago may be absent even when the prior detention is well documented. A very new jail-to-ICE handoff may also take time to appear. Search again, check the identity fields, and contact the relevant ERO office when timing could explain the result.
Read the ICE release as an immigration-system event. It does not resolve a Cameron County warrant, Pennsylvania sentence, federal criminal case, or supervision term. Conversely, a county jail's release timestamp does not prove that ICE detention ended. Build the sequence from the Cameron court action, confirmed housing jail movement entry, ODLS result, and ERO response. If a record says only “transfer,” ask which authority accepted custody before choosing the next locator.
Some people are outside ODLS public coverage. The research specifically cautions about minors and other nonsearchable populations. Misspelled names, birth data, country-of-birth errors, and a newly assigned or mistyped A-number can also prevent a match. Do not keep adding unrelated personal details in hopes of forcing a result. Use the A-number and country-of-birth route when verified, or the required full-name route with exact birth details. Preserve the date and wording of any result because the 60-day recent-release window will move with time.
Cameron ICE Release Boundary
Cameron County has no ICE detention center identified in the official sources reviewed. The county also lacks its own jail. A person arrested on a Cameron matter may be housed in Elk, Potter, McKean, Jefferson, or occasionally Clinton under dated routing evidence. Current placement must be confirmed with the Sheriff before an ICE branch is assumed.
Use a three-agency check when an immigration transfer is documented. The Cameron docket explains the local order. The housing jail movement entry records the handoff. ODLS or ERO addresses the immigration custody that followed. A release from ICE within the 60-day ODLS window still says nothing by itself about a separate Pennsylvania or federal criminal hold.
The absence of a local ICE contract finding matters. It prevents a broad claim that Cameron detainees routinely pass into immigration custody. Apply the ODLS branch only to a named record with an ICE indicator. Even Elk County Prison's published totals cannot supply this link. Its booking and release figures combine all facility occupants and do not identify Cameron or immigration cases.
Before travel or pickup plans, contact the confirmed custodian. The research found no verified ICE release hour, exit point, property process, or local transport arrangement. Facility staff or ERO must give current instructions. A web status is not a promise about the time or place of physical departure.
Note: ICE absence is not conclusive for a very recent handoff, a minor, or a person outside the public locator's searchable population.
Confirm Cameron’s Housing Custodian
Because Cameron County has no jail, identify the physical facility before using ODLS. The dated routing list names five possible neighboring counties, while the Sheriff must confirm the current placement. An ICE search becomes appropriate only when that custodian, a docket, or another official record identifies an immigration handoff.
Elk Counts Do Not Prove ICE
Elk Prison Board minutes show whole-facility booking and release totals, including 287 bookings in 2024 and 11 releases at the January 2025 reporting point. They do not identify immigration status, Cameron-only cases, or ICE transfers. ODLS and the jail movement entry remain the relevant sources for a named handoff.
